On his first day with the Pupstruction crew, a small pup named Finny joins a team of building dogs in the town of Petsburg. The mayor needs a new bridge so children can reach school, but the crane is too weak and the half-built bridge crashes into the river. Finny, who keeps feeling too small to help, comes up with the idea of moving a giant Ferris wheel to carry the children across instead. The plan works, the kids ride to school, and the crew names Finny their captain.
